Gary Clifford BSC (Computing Science), Exec. MBA., is HelpUsTrade’s Managing Director and is a leading management consultant, institutional capacity-building expert, and a public procurement modernisation specialist.

Gary has over 15+ years’ worth of experience delivering major training, economic development, change-management, professional consultancy, and innovative research projects, for leading national and international governmental bodies, universities and business development agencies, globally.

To date, Gary had worked on assignments for clients  in the United States, Ireland, Malaysia, Japan, New Zealand, Afghanistan, the European Union, and the United Kingdom.

Gary has led many national and international projects, with/for complex funding organisations, which pursued several objectives, including:

  • Expertly guiding the strategic direction of a national organisation to ensure national and international capacity-building objective are met and exceeded.
  • Seeking to promote public procurement as an economic growth accelerator. This included:
    • Helping introduce modern quality assurance techniques;
    • Analysing their spend profiles in order to make executive decisions;
    • Modernising operational and public procurement practices across the entire organisation.
  • Using output-based monitoring and evaluation techniques to monitor the ‘real-world’ impact of projects;
  • Developing innovative training programmes and techniques (including the use of virtual reality and e-learning) to advance the professionalisation of an organisation;
  • Developing new commercial interventions for both high-growth SMEs and public organisations;

Gary has been nominated for several prestigious awards during the course of his career, the most recent being by the Leading Wales Awards as one of Wales’ Leaders for the Future. In both 2016 and 2017, he was also selected by Santander to participate in Harvard University’s Professional Development Programme.

His knowledge and skills are evident in the projects he has led, which over the last five (5) years have included:

  • Institutional Development and Procurement Training Specialist in a major World Bank project for the Government of Afghanistan. In this multi-functional capacity-building role, Gary supported the National Procurement Institute serve its mission as a National Centre of excellence, strengthening its internal and external operational and implementation strategies, so that it can act as an effective catalyst for national public procurement professionalisation across Afghanistan and South and Central Asia (2019-2020).
  • Director / Lead Consultant on two virtual reality training projects, one project linked to a large UK police force, while the other is for a large UK municipal authority. Both projects use bespoke eLearning platforms, Monitoring and Evaluation systems/techniques, and cloud-based services to evaluate project performance and customer satisfaction (2020-2021).
  • Project Leader in a major World Bank project to support the professionalisation of the Afghanistan public procurer cadre with a world-class procurement education and training curriculum (2018-2019);
  • Project Leader of the European Commission-funded PPACT project (2016-2018), coordinating a five-country research team focusing on challenges facing cross-border bidding consortia; and,
  • Project Leader of the European Union-funded TESLA Project (2013-2015), coordinating a six-country team focusing on how best to use procurement innovation and procurement as an economic growth driver.

In the last 5 years, Gary has led the following projects/initiatives:

  • Institutional Development and Procurement Training Specialist, Government of Afghanistan (funded by the World Bank), 2019 – 2020As Project Leader my responsibilities included developing a: national capacity building strategy and operational plan; 11-module 3-level public procurement and economic development training programme, comprehensive tiered competency framework, comprehensive training needs assessment (TNA), virtual training of trainers (TOT) programme; national branding and communications strategy; monitoring and evaluation framework; outreach programme (including sophisticated process maps to guide national staff); international standard certification mechanism; and, a comprehensive quality assurance mechanism.
  • Institute of Competition & Procurement Studies (ICPS), Bangor University, 2010 – 2019: As founding Director of ICPS, Gary successfully won and led several strategic economic-development projects from reputable global institutions, such as the European Commission. These complex projects, which were valued in excess of  €5,000,000, were designed to help public and private organisations overcome national and international cross border procurement trading barriers. In addition, he developed a range of strategies and interventions to help both national and international clients modernise their business operations alongside wider societal objectives. In parallel to these projects, he successfully developed and delivered various Masters-Level training initiatives in subjects as a Procurement, Law, Strategy, and Innovation. These programmes were delivered in-class and online using the latest eLearning methodologies.
  • Virtual Reality Training Programme, A Large UK Police Force, 2019 – 2021As Project Director and Lead Consultant my responsibilities included developing an immersive Virtual Reality (VR) training programme to radically transform the operational performance of over 2000 front-line police officers on a topic of national importance.
  • Virtual Reality Training Programme, A Large Municipal Authority, 2019 – 2021As Project Director and Lead Consultant my responsibilities included developing an immersive Virtual Reality (VR) training programme to radically transform the behaviour of over 4400 young adults on a topic of national importance.
  • Establishment of National Procurement Institute (NPI), Government of Afghanistan (funded by the World Bank), 2017 – 2018: As Project Leader my responsibilities included developing a: National Monitoring and Evaluation (M&E) Training Framework, Certification Mechanism, and a comprehensive Training Curriculum. In addition, I also delivery a comprehensive Training of Trainers event in Dubai and hosted a UK educational visit for Afghanistan’s Senior Officials.
  • Public Procurement and Cross-Border Tendering (PPACT), The European Commission, 2016 – 2018: PPACT is a coaching programme, funded by the European Commission, which helps SMEs pursue cross-border contract opportunities and improve their current cross-border tendering success rates. As Project Leader, my responsibilities included: Coordinating project activities across the European Union, managing the project in the UK; providing advice and guidance on the European Public Procurement Directive and cross-border procurement to all project stakeholders; and, building and delivering curriculum content suitable for local conditions in a number of procurement related training programs for public organisations and business support organisations in France, Spain, Italy, UK and Ireland.
  • Procurement Modernisation & Category Management Implementation Programme, North Wales Local Authority, 2016: As Lead Consultant I was appointed to present a lessons learnt report, that clearly defined the commissioner’s role, the category management team’s role, and in parallel, offer the Authority a vision for the future of procurement. Activities performed included: Assessing the Authority’s current resource/spend capacity, facilitating numerous change management workshops, creating a corporate governance procurement process/structure; and, delivery of innovative Procurement Capability Simulation Game.

Event Management

  • International Procurement (2019): An event, held in Barcelona with ACCIÓ | Generalitat de Catalunya, that helped 45 high-growth SMEs win International contracts in a wide-range of sectors (i.e. manufacturing to professional services);
  • Procurement Week (2011 – 2017): An annual event (held in Bangor, Cardiff, London and Malaysia) that explored and promoted global trade, cross-border procurement, public procurement, and legislation linked to trading internationally. Over seven years the event attracted approximately 2000+ beneficiaries from 40+ countries world-wide, and brought together 150+ high-profile international speakers specialising in the intricacies of public procurement, economic development, smart cities, professional development, law, strategy, etc…
  • Welsh National Procurement Awards (2013 – 2016): An annual public procurement awards event that recognised and rewarded best practice in Public Procurement nationally.Over 4 years the event was operational, approximately 750 people attended the event and over 35 initiatives / organisations / individuals have received a National Award Public Procurement Award.

Event Delivery

  • Flanders Investment & Trade (2017):  In association with three regional authorities (Flanders, Brussels, and Wallonia), I was asked, as lead speaker to share my expert knowledge on conducting business with European Union (EU) Institutions. More information about the event can be found here.
