Chris Bowen has been designing and building bespoke web applications professionally since 1999. His work is rooted in practical problems: data that needs to make sense, processes that should be simpler, and systems that people can rely on every day.
Through Cloud Wales Web Development Ltd, Chris works with public services, charities and businesses in Wales and internationally. In partnership with HelpUsTrade, he has helped develop systems for the Barbados Immigration Department and the Ministry of Education, combining complex workflows with clear user experiences.
He takes responsibility beyond the code itself — from initial discovery and data architecture through deployment, security, backups and long-term support. That continuity is central to his approach: build carefully, keep things understandable, and make the system sustainable.

A digital framework for school improvement
Developed the EQAF Dashboard for the Barbados Ministry of Education with a weighted rating engine, inspection workflows, PDF reporting and audited administrator actions. Delivered in partnership with HelpUsTrade.

Delivered the Barbados Immigration e-EBCP and BID-LMS applications, as well as the Ministry of Education EQAF Dashboard — turning complex public-sector processes into practical digital workflows.

Built a subscription-business intelligence platform for reconciliation, dashboards, churn warnings and renewal forecasts; created TravelHub for Dolen Teifi Community Transport, replacing five systems with one.

VR training · Greater Manchester Police Affinity
Developed per-officer VR training tools, headset distribution infrastructure and analytics for a policing programme. Invited to demonstrate the system at Hamburg Police Academy.
